attack. as the investigation continues, few details have emerged about the intelligence we had before the tragic events and about the exact security details. for more on this, u.s. embassador john bolton, former embassador to the united nations and fox news contributor. >> good morning, eric. >> what did you expect the house subcommittee could learn? >> it's important to get the background to what was going on before the september 11 attack and to ask some pretty basic questions, like what intelligence about security in benghazi and tripoli for that matter was the state department seeking? what were they asking for? in other words, did she understand initially they had enough of a threat or faced enough of a threat that they needed intelligence. number two, given whatever they had, did the state department provide adequate security? it seems the answer to that question is clearly no. therefore, the committee has to

ask why not. >> apparently there are at at least 13 events previous to this which are documented. what do they need to know? they're talking about unstable libya, islamist and al-qaeda influence to want to kill us. >> no, there are many, many questions that simply defy rational answers unless the administration was motivated by the view everything was fine in libya, that they didn't have anything to worry about, that there wasn't a threat from terrorists from a resurgent al-qaeda, from general disarray in the country. that needs to be probed. the committee needs to look beyond the specifics, the timeline, and the ticktock as they say, and look at the broader political context in which the tragedy occurred. >> when you talk about the broader political context, what do you mean by that? >> well, i think that the administration's political spin for some time has been that the war on terror's over, al-qaeda

has been defeated. the nato intervention was a success. that's one reason why their explanation of what happened on september 11 has been distorted, beginning with the idea it was a spontaneous reaction to the famous muhammad film. whether that's a coverup or ideology blinding reality, i don't think we know but the house committee needs to look at whether ideology blinded them before the attack. >> you advised the romney campaign. do you think the investigation by the house committee has political overtones? >> i'm not sure how much the house committee's going to be able to do before the election. the state department has its own administrative review board. that won't report until after the election. my guess is that it will be news organizations that uncover whatever additional facts come out before the election. i think there's a clear national

interest, whatever the outcome, that we need to know whether the administration's policies themselves prevented adequate security in libya, egypt, tunisian, yemen and elsie. >> do you think the policies prevented that? >> i think that's the only rational explanation. there were clearly signs all over the arab world for over a year that the arab spring was not going to lead to democracy and liberal western institutions as we understand them but was very much at risk of being captured by radical islamist and outright terrorists like al-qaeda. we've seen ever since the overthrow of gadhafi in they wouldn't have effective control over all parts of the country. that there was a risk terrorists could take root in ungoverned parts and pose a threat to

europe and elsewhere. and ignoring all that or not taking adequate precautions is something that the state department, the administration as a whole, should be called to answer for. >> what do you think the administration, in -- if anything, has learned from this? >> so far they appear to have learned they need to put somebody out to take the heat for their initial confusion in describe what happened after the september 11 attacks. honestly, this is why we have a separation of powers. this is why the house committee needs to be able to do its job effectively. because that will give the american people another view on what happened and help them establish with greater accuracy what the truth is. >> embassador, the hearing's public on wednesday and maybe there will be more answers than we've gotten so far. john bolten who joins us every sunday about this time. thank you very much. thank you, eric.

>> america's election headquarters heating up. with only 30 to election day mitt romney getting a boost in support following the first presidential debate. online contributions and volunteers are flooding the campaign and their challenges is translating the debate into votes in november. aaron mcpike for real clear politics, good morning. >> good morning. >> how do you translate that performance which is lauded as beating barack obama, the incumbent. how do you translate it into votes? >> he has to keep reminding voters of that debate performance. part of that is doing it on the stump when campaigning in swing states. the other bing thing is using footage of the debate in tv ads. also, reminding of some of the things that president obama said. right now the $5 trillion tax cut both of them argued over is

in a new ad the romney campaign put out this morning because the romney campaign feels they need to clear up what president obama is saying about it, which is that it's not true. >> how forgiving is the american voter if president obama had what he would claim is just a bad night? >> it's hard to say. what will have to happen is president obama will have to have a much better debate in new york, about a week and a half away. i've talked to a lot of democrats and big obama fans who are miserable about the president's debate performance because they think he did a bad job and might have ruined his chances. >> why do you think that was? >> you know, part of it was president obama's strategy. he wanted to come in looking presidential. david axlerod says in a conference call this week with reporters that the president didn't want the american people to see two candidates on stage insulting each other and for that reason he stayed above the

fray but he needed to look for aggressive. >> stay above the fray? right after the debate, the president's campaign officials and advisories called mitt romney a liar. >> they absolutely did. and i think that's because they realized the strategy didn't work. >> let me ask you about campaign contributions. the obama campaign saying that 181 million i believe was raised in small donations. nevertheless, governor romney was able to raise more than 10 million right after that debate. what does that mean, those campaign contributions, at this point? >> the president's campaign had such a big month in september because a lot of his supporters thought he was going to win and they wanted buy in and they put up the biggest month any campaign has had in this election season. i would point out president obama had a bigger month in his fir run for office in 2008.

but really, for romney, he just energized supporters and showed him he's back in the game. i would say there was a lot of talk before the debate that mitt romney, his -- the chances in the race were slipping away so a lot of republican donors were looking at moving to congressional races and wanted to think about the senate and house races as a way to save runs, if you will, because they thought romney's chance mrs. over t shows he's back in the game. >> the vice presidential debate, a lot of people who werethis on the fence have been telling me that they got the specifics that they wanted from the romney campaign this week with respect to jobs and an economic plan, healthcare and a lot of other domestic issues. now we switch to domestic and foreign policy. ryan is a numbers guy. how do you think he'll match up

to vice president biden when it comes to the economy first, foreign policy second? >> i think it will be an even match. biden was in the senate 36 years so he has a very good understanding of federal issues as well. but paul ryan jokes about how he's been reading federal budgets since he was 22 years old. so they both have a very long backlog of data they can use. i think they'll be evenly match. >> what's your word of caution for each with 30 days to go? >> don't get overconfident for both sides. >> that's good. all right. erin, always great to talk to you. heating up, getting really close. we'll talk to you again. >> sounds good. >> you don't want to miss the first vice presidential debate. i'll be sitting in front of the tv. joe biden squaring off against paul ryan and this this is the e

region, more than 20%. one of the highest murder rates in the world and there are basic shortages of food and electricity blackouts. on the plus side chavez has strong support among the poor, prided subsidies for housing, medicine and food. his eye opponent, a younger, vigorous man describes himself as center left. chavez has been battling cancer and had at least two operations in addition to chemotherapy. so a contrast in vigor between the two candidates. the stakes are high. generalize wail sits on the largest oil reserves in the world. and under chavez, venezuela had a strident anti-u.s. policy. as far as the voters here, the ex pats in miami have been heading to new orleans by the thousands. during a 16-hour bus ride, most

on a budget, a budget bad for the economy, bad for job growth, it would increase taxes on 18 million people so we have a few more rounds. the first round was a very energized performance. it was big bird meets the big lies. now governor romney's going to be challenged for the remaining 30 days to explain how he pays for 5 trillion in tax cuts for millionaires and billionaires without the rest of us suffering. >> the debate was a reset and gave an opportunity for the american people to, first of all, debunk the myths through falls advertising about governor romney. we saw the mitt romney i know and those that worked with him, and the american people get to see a proven, effective leader with a vision on how to turn the economy around and path forward to address the debt. unlike the president, we heard more of the same. america can't afford more of the same. >> joining us, chris wallace.

sounds like you had a mini-debate. >> yeah. two of the rising stars in their respective parties, martin o'malley, governor of maryland, who was thinking of running for president in four years and kelly ayotte from new hampshire. we talked about the economy, some of the arguments as to truth squatting. one of them whether or not romney, and you heard o'malley report it, romney's proposal as $5 trillion tax cut. it's a compelling argument and i hope people will watch. >> did aye i don't tell -- ayotte talk about the unemployment numbers that came out friday? >> yeah, part of that is because so many fewer people are working and if you had the same workforce participation, the unemployment would be almost 11%.

o'malley says that it shows that the economy is finally growing and that -- as opposed to when obama came in and we lost 800,000 a month. we're creating now 114,000 this last month. >> governor o'malley, did he talk about the presidential shellacking in. >> well, he -- you know, the way they do it is say you heard a performance on the part of romney. but i think there's an agreement, i don't think you're going to find many democrats who think that this was obama's finest hour. and i think one of the things that you heard -- that was an interesting preview, when he talked about of course the big vice presidential debate is this thursday. i think biden, and you heard the preview, is going to go after the ryan budget, the budget that ryan proposed over the years that's different from what romney's proposing. for instance $716 billion of

romney would restore it to medicare. in ryan's original budget he also took it out, as the president did. i think they're going to try to say the -- the democrats are, you look at the ryan budget and that's what romney will do. >> the vice president debate will be the new headlines? >> yes and know. interesting and entertaining but the experience shows the vice presidential debate has little impact on the final vote. on the panel we talked with brit hume and he and i were both at the 1988 debate. he was one of the questioners when lloyd benson gave the fame you're no jack kennedy and everybody thought there was a big boost. we never saw a president dukakis. >> that's for sure. chris, always great to see you and have your insight and experience. thanks.
